NEPO Supplier Survey: You said, We did

Every year NEPO surveys suppliers who have submitted a tender over the preceding 12 months. In 2017 we had a fantastic response from 224 businesses and this insight has enabled us to develop an action plan for the coming year.

You said you didn’t know how to access information on the award of NEPO and NEPO Member Authority Contracts

We’ve linked Contracts Finder and the NEPO website to support you in finding opportunities. We are promoting the Contracts Register as a source of business intelligence.
You said that many of you aren’t aware of NEPO Business Club activities. Activities where support was needed was around 1) finding and accessing lower contract opportunities 2) Bid writing 3) Networking NEPO has secured resources to deliver more workshops and events in order to meet demand and to promote more widely what’s on offer through stakeholder organisations such as the Chamber of Commerce and Federation of Small Businesses.

  • ’Your Route to Success’ workshops where finding and accessing lower contract opportunities is covered
  • Bid writing workshops
  • Opportunities for networking.
By December 2017, NEPO will publish a guide to Member Authority contract thresholds.
You said that you found pre-procurement market consultation events of real value to you. NEPO will continue to hold market consultation events for all hub and spoke collaborative procurement. NEPO has developed a Market Consultation Guide to support NEPO Procurement Officers in the delivery of this pre-procurement phase of activity and to highlight the need to focus on tender specifications and contract delivery rather than the procurement process.
You said that you hadn’t heard about the changes in procurement regulations that came into effect last year. NEPO will continue to hold market consultation events for all hub and spoke collaborative procurement.

NEPO will provide further information on the website and offer Business Briefings to update suppliers.
You said that the quality of feedback obtained on your tender submission was variable across the region.
NEPO and its Member Authorities will continue to provide feedback to suppliers in accordance with the obligations of the Public Contract Regulations.
You said that there was a confusion regarding social value requirements in ITTs and sometimes award criteria restricted or contradicted the requirement to deliver social value.
NEPO and its Member Authorities are reviewing social value practice in the region with the support of Social Value Portal with an outcome anticipated by March 2018. NEPO would like to thank suppliers who participated in additional research to identify suppliers’ perceptions.
